I. Purpose
Due to the North–South divide in Taiwan, it makes Pingtung County lacks infrastructure compared with other counties and cities. It shorts of traffic construction which limits tourism and industry development so establishing perfect rail transportation has some benefits to the development of regional industry and the expansion of public life.

The Ministry of Transportation and Communications has conducted a feasibility assessment on the Extension of the High-Speed Railway to Pingtung at the end of January this year. The assessment covers engineering, financial, environmental and sustainability aspects, and will also take various routes into consideration; the relevant report is expected to be completed by the end of this year.

The perfect transportation construction requires the participation of the government and relevant authorities. Through the cooperation between the government and local authorities, the vision of one-day North-South life circle can be achieved so the interests of the people can be maximized, and the fairness and justice of the balanced development of the North-South regions can be realized.

II. Topics
The discussion will be divided into two topics: "The impact of high-speed rail System on the balanced development of land" and "The impact of regional rail system on sustainable urban development".

The first topic mainly discusses the feasibility of promoting the balanced development of land from the construction of high-speed railway. To achieve the balanced development of land, regional governments can discuss geography, culture, living conditions, governance scale and development degree, etc. Further, it shall promote the development of surrounding counties and cities with metropolitan municipal governments to make it give the play to the positive leadership function and bear the upward pull the impetus of surrounding counties and cities, so that the land can develop in a balanced way.

Therefore, the construction of the rail system needs to consider whether it is in line with the goal of sustainable urban development from multiple directions, in order to achieve the ecological balance under the basic conditions, improve the industry and life, and implement environmental protection, promote green urban and rural planning.
