The 1st Kaohsiung-Pingtung-Penghu Regional Transportation Development Seminar on the 1st Dec, Tuesday 2015.

Introduction
The "Research Center for Kaohsiung-Pingtung-Penghu Regional Transport Development" was founded following the trend MOTC that dedicated to promoting the establishment of a regional development plan. It makes in-depth research on the industrial model, the uniqueness of resident culture or recreation resources in Kaohsiung, Pingtung and Penghu.

It is planned to take "improving transportation efficiency, cultivating people-oriented transportation deeply, developing regional economy, and marching toward a sustainable future" as the four main agendas of central plans. It includes Intelligent Transportation System (ITS), Green Transportation System, GTS, Transportation Demand Management, TDM, Demand Responsive Transit Services(DRTS), Theory of Planned Behavior (TPB), Public Policy Evaluation (PPE), Cost-Benefit Analysis (CBA) and Regional Economic Development Planning;(REDP), as well as other relevant academic treatise or research cases which have not been published in other journals can be submitted for submission.

Summary of Keynote Speech
The seminar invited Mr. Wu Yilong, Director of MRT Engineering Bureau in Kaohsiung City Government, and Ms. Cheung Shu-Chuan, the Deputy Secretary Transportation Bureau in Kaohsiung City.

Director Wu pointed out that the efficiency of Research Center for Kaohsiung-Pingtung-Penghu Regional Transport Development as it successfully connects transport-related platforms,Since local autonomy has always lacked a platform to adapt to local conditions, we are glad to see the operation of this center, which can promote the integration of regional transport development in Kaohsiung-Pingtung-Penghu regional transport to connect transport development with the world!

Cheung Shu-Chuan, Deputy Director of the MOTC, said that transportation should not only be integrated in the field of transportation, but also wishes to that Sun Yat-sen University and universities in other cities should make a different direction and operation.

The Transportation Bureau of Kaohsiung City Government will also provide relevant resources and manpower to assist the activities organized by the Center. In the past few years, Sun Yat-sen University has been a local team, both of which are key platforms for future cross-regional cooperation. In the future, we expect to have closer cooperation with Pingtung and Tainan.
In the keynote speech, Deputy Director Cheung Shu-Chuan delivered a speech on three topics: overview and traffic characteristics of Kaohsiung City, major traffic construction and planning, and application of smart transportation system. There are three keys to transportation, which are people, cars and roads. According to the data, there are more than 2 million privately owned scooters and 720,000 privately owned cars in Kaohsiung, but the utilization rate of public transportation is only 8.2% (the national average is 16%).

In conclusion, there is still a room for improvement in the coverage of the road network. However, the development of Kaohsiung City is the same as that of Pingtung County in terms of traffic and population distribution. The population density in the urban core area is high, but due to its vast territory, the road network cannot take into account the low population density and high single-age area. Because of the processing export area of freight transport in and out of the demand. The general private vehicles conflict on the road, while part of the section is easy to congestion or traffic accidents.

In view of the above problems, the Transportation Bureau of Kaohsiung City Government provides real-time information and controls the traffic flow through the Smart Transport System. It also evaluates the feasibility of road rezoning to separate business vehicles (e.g. linking vehicles) from private vehicles to enhance efficiency and road safety. In remote areas, through the DRTS mode for taxi flexible subsidies it provide local residents with an alternative to public transport.
The "Travel in Kaohsiung" app, was also created to provide users with real-time road conditions and vehicle arrival time, and to introduce electric shared vehicles (e.g., Group Rapid Transit, GRT) and low-carbon transport connection services.

Among them, this school’s peripheral transport improvement plan targets at not only bus control to the Sizihwan Bay, but also regional transport safety as well as avoid traffic congestion.

In addition, Kaohsiung will host the "Ecomobility World Festival 2017" and use Hamasen as a green transport demonstration area to improve the transport environment by providing individual low-carbon alternatives (e.g. bicycles) or low-carbon public transport connectivity services (e.g. electric minibuses).

Through the establishment of Research Center for Kaohsiung-Pingtung-Penghu Regional Transport Development, the center can not only serve as a regional transport exchange platform, but also put forward practical planning and advice on regional transport policy through the management of activities and the discussion of important issues.

In the future, the center hopes to extend the scale of the seminar, integrate the actual needs of local government and industry and academia, and expand to other related fields.

Forum of South Kaohsiung-Pingtung Transport: Jointly organized by Kaohsiung Municipal Transport Bureau, Tainan Municipal Transport Bureau and Pingtung County Urban and Rural Development Department, the forum aims to deepen the communication and cross-regional cooperation among the three cities' transport systems and strengthen the seamless integration of the three cities' transport systems.

Highlight of transportation achievements: Through the exchange and sharing of highlights of transportation achievements of Tainan, Kaohsiung, Pingtung and Penghu, we hope to improve the transportation efficiency of each city and achieve the goal of smart transportation.

For example, the Kaohsiung Municipal Government's Transportation Bureau is the first in Taiwan to offer a tandem taxi ride-sharing service. It has completed four ride-sharing routes linking the Zuoying Station, THSR, E-DA World, Fo Guang Shan Buddha Museum and E-DA Hospital. It provides people with transportation needs for shopping, sightseeing and medical treatment.
So far, 3,656 taxis have been operated, carrying more than 15,000 passengers.

Director Chen Jin-fu of Department of Transportation said that in line with the public transport plan for the coming summer holiday, we will provide passengers with quick, direct and provincial public transport, and encrypt taxi carpool services to transport tourists in Kaohsiung agilely.
